摘　　要：任何一个国家政治模式的产生、运转、发展,都离不开既有的文化传统、民族性格,以及现实的时代背景、社会状态的共同作用。中国式协商民主的独特创造,直接酝酿于近现代以来的革命、建设、改革开放,也深层次地受到历史文化和民族性格的影响,唯有如此加以体认,我们才能对中国式协商民主做出全面透彻的理解。The emergence, operation and development of its political model in any country can not be separated from the shared impact of the existing cultural tradition, national character, the actual background of the times, and social status in that country. The creation of Chinese deliberative democracy resulted directly from the revolution, construction, reform and opening up in the modem times, but was also deeply influenced by the historical culture and national character. Only viewed in this way, can Chinese deliberative democracy be better understood.
