摘　　要：在分析中国食品安全规制实践及历史演化的基础上构建了食品安全规制的空间效应假说,并利用空间杜宾面板模型,实证检验了29省食品安全规制力度对食品安全状况的影响,特别是对于跨区域的规制是否存在空间效应分别从直接性溢出、间接性溢出和空间惯性进行了实证检验。实证结果表明,地方政府食品安全规制对于食品安全状况具有显著的促进作用;地区间食品安全规制具有正向的直接溢出作用和负向间接溢出作用,且存在显著的空间惯性作用;教育水平和地区经济发展水平也对食品安全规制具有较为显著影响。进而针对性提出,继续完善和强化现有食品安全规制;进行食品安全的跨区域的协同规制;建立地区食品安全规制的长效机制;改善经济发展结构;加强对食品安全知识和技术的宣传和培训等建议。The paper conducted an empirical analysis on the influence of the strength of food safety regulation and its effect in 29 provinces by spatial Durbin model. It attempted to make clear the direct and indirect spatial spillover effect of food safety regulation across the districts and the spatial inertia. The result shows that food safety regulation has significant positive impacts on the food security situation. Food safety regulation in the peripheral areas has positive influence on direct spillover effect and negative influence on indirect spillover effect of the food security situation in local area. The economic development level and education level of the area has a signifi- cant effect. Then suggestions and solutions are put forward as follows ： the improvement and reinforcement of the investment of food safe- ty regulation should be continued, cooperative regulation in the field of food safety should be carried on, regional long-term mechanism of food safety regulation should be intensified, the propaganda and training in food safety knowledge and technology should be strength- ened and the economic structure should as well be optimized.
