摘　　要：思想政治工作是办好社会主义大学的基础,立德树人背景下,高校党员培养面临新的挑战。为了破解高校党员培养工作缺乏具体目标导向的困境,通过在华南师范大学公共管理学院的实证调查,构建包括政治觉悟、实践创新、奉献精神三个维度10项指标共25条内容的大学生党员核心素养框架体系。组织学习和研读大学生党员核心素养框架,打造线上线下相结合的大学生党员核心素养培养网络,以培养大学生党员核心素养的精准活动为载体,在学生党支部与班级集体中锻造德才兼备、全面发展的大学生党员队伍。Moral education lays solid foundation for construction of the socialist university. It's a new challenge to develop Chinese Party of Communism(CPC) members in university students within the framework of morality education. The present study aims to tackle the problem of short of practical guideline in this respect. It conducts an empirical study on the School of Public Administration, South China Normal University, and constructs a system comprising core qualities of university CPC members, which is made up of three dimensions, that is political awareness, practice and innovation, and devotion, falling into ten indexes and covering twenty-five contents. The study then proposes strategies to achieve the objectives. Firstly, the framework shall be adopted as the guideline, and its essence shall be fully grasped. Secondly, a variety of activities, either online or offline, shall be explored. Thirdly, both the CPC student' division and classroom shall be used as the development bases.
