摘　　要：随着专业学位研究生教育规模快速增长,特别是在研究生教育"服务需求,提高质量"背景下,专业学位研究生教育质量保障体系优化与完善问题越来越凸显。系统分析了专业学位研究生教育质量保障体系理念、制度、实践、结构等方面的偏差。认为公共治理理论契合了研究生教育质量治理的实践诉求,并从治理主体多元化、治理权责一致化、治理重心基层化、治理机制常态化等方面提出了优化和完善专业学位研究生教育质量保障体系的政策建议,指出未来应加强质量文化建设。With the rapid growth in graduate students of professional degrees,especially in the context of meeting the social demand and improving the quality,the issue of optimizing and improving the education quality guarantee system for professional degree postgraduates is becoming more and more prominent.Deviation of education quality guarantee system is therefore analyzed in depth on idea,system,practice and structure.It is argued that the public governance theory conforms to the demands of quality management practice for postgraduate education.A package of recommendations are put forward to achieve that goal including diversification of governance subjects,consistency of governance powers and duties,governance at basic levels,and sustainable governance mechanism.The author states that the idea of quality construction should be strengthened in the future.
