城市引进优质高教资源的战略举措——以“南深圳、北青岛”现象为例

摘　　要：在国家和省域一流大学和一流学科建设背景下,通过大力引进国内外优质高等教育资源,从而推动城市高等教育发展和竞争力提升,这样的战略举措日益受到省域和城市的重视和采用。在此过程中,深圳市和青岛市的规划与实践从中脱颖而出,已有大批高水平大学和高端研究机构集聚两座城市,形成备受高教界关注的"南深圳、北青岛"现象。从战略规划和政策实践看,注重规划引领、目标对接"双一流"建设,国际国内并重、引进对象聚焦优质高端,注重创新、引进模式灵活多样,服务城市发展、学科布局面向重点产业领域,强化保障条件、突出财政资金和用地支持等几个方面,是深圳和青岛在规划与引进国内外优质高等教育资源、推动城市高教发展方面的主要战略举措和实践特征。深圳、青岛两市的战略举措和实践做法,为其他城市引进优质高等教育资源、促进城市高等教育发展提供了可供选择的范例和实践方案。In the context of national,provincial and regional'double first-class'construction,the strategic measure of promoting urban higher education development and its competitiveness by actively introducing high-quality higher educational resources at home and abroad has been attached increasing importance to and adopted more frequently.In this process the planning and practice of higher education development in Shenzhen and Qingdao has caught the public eyes.The phenomenon that a great number of high-level universities and leading research institutions have gathered in these two cities has received great attention from higher education circles.With regard to strategic planning and policy practice,the strategic measures and practical features of Shenzhen and Qingdao mainly lie in the following five aspects:laying stress on the leading role of planning and its consistent goal with'double first-class'construction;introducing top-class universities and research institutions at home and abroad;emphasizing innovative and flexible mode of introduction;serving the city development with the discipline layout focusing on key industries;providing financial and landuse support.The Shenzhen and Qingdao mode has set a good example for other cities in terms of planning and practice programming.
