盛世才主政新疆的文教措施及其价值取向

摘　　要：民国时期军阀盛世才主政新疆时期,其文教措施在前期与后期呈现鲜明的反差,由开明充实走向独裁反动,文教措施的价值取向前期有明显的民主性进步性,后期凸显其专制性压迫性。这种两面性既有其军阀投机主义思想的内在个人因素,也有新疆内外多方力量角逐的外在客观因素,其实质则是盛世才军阀投机政治的必然选择,这也从侧面反映了国民政府对边疆民众既着意于控制和驯化,又无视当地群众真正需要的政治态度。其中的启示是,在边疆独大一方的军阀政权,虽然其文教措施可能具有一定的开明性但均无法摆脱为其独裁统治服务的命运,因而是不可靠的;可取的做法是,开展长期的、广泛的和深厚的群众工作,团结各族群众以争取边疆人民的普遍信任和支持。As for warlord Sheng Shi-cai in the era of Republic of Chinameasures for cultural＆educational development in Xinjiang are evidently different between his earlier period and later periodthatisfrom open-minded and substantial to authoritarian and retro-actingThe value orientation shown in thesemeasures has been twofoldchanging from being democratic and progressive to being despotic andoppressive accordingly.To find the reasonsit could be seen that there are not only personal factors aswarlord opportunism but also the external factors as competing from domestic or foreign forces. Its natureis certain opportunism of warlord politics. Sheng Shi-cai＇s measures for cultural ＆ educational devopmentin Xinjiang reflect that the Kuomintang government intended to control and discipline the border peoplewhile ignoring people＇s true demands.We can get the enlightenment that whatever the measures once havebeen performed, they were always serving for the warlords and could not be trusted. The only worthwhileway is to unite all ethnic groups and gain people＇s trust and support and to do consolidated work onpeople＇s welfare in long-term, extensive and profound ways.
