摘  要:少数族裔的学校教育问题一直是衡量美国社会公平公正的一个重要方面,它推动着美国公立教育向着更加多元、平等的方向演进。在美国特殊教育安置体系中,少数族裔儿童人口比例失调现象由来已久,这使得在少数族裔特殊教育中的公平与质量问题长期未得到解决,相关应对措施也发展滞后。近年来,随着教育公平的推进以及对多元文化教育认识的加深,美国对少数族裔特殊教育的态度与政策发生了较大变化。本文通过对美国少数族裔特殊教育发展思路的探讨,分析了少数族裔儿童在特殊教育中比例不当现象产生的原因以及美国特殊教育面临的多元文化挑战与问题,从而为我国的特殊教育提供某些启示和借鉴。The school educational issue of ethnic minorities has been playing an important part in measuring justice and equity for American society all the time,which has been promoting America's public education to an evolution direction with more diversity and equality. The disproportionality phenomenon of the population of ethnic minority children in America 's special education placement system has long been existing,which results in a long-term suspension of the equity and quality problems of ethnic minorities 'special education and a lagging-behind development for relevant countermeasures. In the past few years,with the promotion of education fairness and the deepening of the comprehension of multicultural education,great changes have been witnessed in America's attitude,policies and measures towards the special education of ethnic minorities. This thesis teases the developing venation of American minorities ' special education,clarifies the causes for the disproportionality phenomenon of ethnic minority children upon special education and analyzes the problems and challenges for its development.
