摘  要:随着对"单独二孩"、"全面二孩"政策的关注,作为学前教育的公共服务设施——幼儿园的配置和空间布局状况逐步走进人们的视野。科学合理地评估幼儿实际入园需求和优化幼儿园的配套和布局显得尤为重要。以广州市天河区参与电脑派位的公办幼儿园为例,借助Arc GIS软件的缓冲区分析和叠加分析方法,对"入园难"的原因、天河区各街道幼儿入园需求和幼儿园配套布局现状进行深入剖析;结合幼儿园选址布局的影响因素,再通过Arc GIS 10.1的Buffer Analyst模块,为新增幼儿园选址布局优化,解决供需矛盾和资源的高效利用提出相关建议。研究发现,国家生育政策的放开、大量的入园需求、家长对公办幼儿园的偏爱以及幼儿园的选址布局等都成为导致出现"入园难"现象的重要因素。天河区各街道幼儿数量空间分布不均,入园需求空间分布差异较大。在综合考虑居住用地分布、城市绿地分布、主要交通干线干扰和幼儿园的服务半径等选址布局影响因素的基础上,结合实际情况,在优化地块上综合采取新建、改建和扩建等多种形式新增公办幼儿园,以期缓解广州天河区的幼儿入园难题以及完善学前教育。Recently the issue of the fertility intention for second child and the universal two-child policy has aroused wide concern in the public. As a public service facility of preschool education,the configuration and layout of kindergartens gradually enter people' s field of vision. It is most important to evaluate scientifically and reasonably the actual needs of admission and the allocation and layout optimization of kindergarten. This paper employs a case study of the public kindergarten which participates in computer allocation in Tianhe District,Guangzhou,in order to investigate several problems as follows,first of all,analyzing in depth the reasons of admission difficulty and the current situation of the actual needs of admission and the allocation and layout optimization of kindergarten. Then,combining with influencing factor of the kindergarten' s layout,to provide suggestions for resolving the contradiction between supply and demand,using efficiently resources and optimizing the newkindergarten' s layout by the Buffer Analyst module of Arc GIS 10. 1. It suggests that the release of the national fertility policy,a large number of admission requirements,parents' preference for public kindergartens and the site layout of kindergarten have become important factors which leading to appear the phenomenon of admission difficulty. The spatial distribution of children in different streets in Tianhe District is uneven,and the spatial distribution of the demand for admission varies considerably. On the basis of consideration of residential land' s distribution,city green' s space distribution,the main traffic line interference and kindergarten' s service radius,combining with the actual situation,to newly increase public kindergartens in the optimization of land by newconstruction,renovation and expansion. It is expected to provide a useful reference for easing admission difficulty and improving preschool education in Tianhe District,Guangzhou.
