摘　　要：基于现有经典文献的分析,剖析了食品安全中政府监管各个监管环节、监管机制的现状以及存在的问题,结果发现:在事前监管环节,政府风险监管水平低下、监管信息披露不足以及监管法规分散、执法主体不一;在事中监管环节,监管队伍力量薄弱、食品召回制度不完善;在事后监管环节,食品安全诚信体系建设落后、行政问责制度落实不到位。并据此提出转变监管方式,树立科学的现代监管理念,量化政府监管成效,构建科学的食品质量安全监管绩效指标体系等对策建议。Food safety is a matter related to people＇s vital interests as well as a major livelihood project,so the government must pay attention to it during supervising.Based on the existing literature,this paper analyzed the current situation and existing problems of the supervision mechanism,and results found that in the prior regulatory links,the government risk supervision level was low,the disclosure of the regulation information was inadequate and the regulatory laws and regulations and various subject of law enforcement.In the matter of regulatory links,the government regulatory power was weak and the food recall system was imperfect.In the post-regulatory links,the construction of food safety integrity system was backward and the implementation of administrative accountability system was not in place.This paper put forward proposal including changing the way of supervision,setting up the scientific modern supervising concept,quantifying the effect of government regulation and constructing the scientific performance index system of food quality and safety supervision.
