摘　　要：在"双一流"建设中,政策工具选择既是政策制定的重要内容,也是推进政策执行和政策评估的有效手段。"双一流"政策工具选择必须关注"政策工具属性""政策问题和目标""政策网络"等三个核心因素。为推动"双一流"政策的有效实施,要进一步完善权威工具、激励工具和能力建设工具,有效发挥象征和劝诫工具、学习工具以及系统变革工具的功能,优化政策工具的搭配和组合,促使政策工具选择与工具评估的有机结合。In the construction of ＂Double World - class＂, the choice of policy tools is not only the content that must be considered in the policy making stage, but also the effective means of policy implementation and policy evaluation. ＂Property of policy tools＂, ＂problem and goal of policy＂ and ＂policy network＂ are the three key factors in the choice of policy tools of ＂Double World - class＂. In order to better promote the implementation of ＂Double World- class＂, we should further improve the authority tools, incentive tools and capacity - building tools. At the same time, we should effectively play the function of the tools of symbol and admonishing, learn- ing and transformation of system. At last, it is necessary to optimize the collocation and combination of policy tools, and promote the organic combination of the choice and the assessment of policy tools.
