县域义务教育适龄学生的就学状况及主要对策

摘　　要：就学问题作为适龄学生教育权的基本保障,集中展现了县域义务教育均衡在家庭投入、学校整体布局与地方政府管理之间的协调与整合。通过对择校竞争、就近入学和流动人口子女等适龄学生的就学状况进行调查,发现:综合考量就学群体的生存性需要和发展性需要,统筹区域教育资源的管理,并在此基础上协调好区域义务教育资源与个人就学需求的关系,是破解适龄学生就学问题的关键。As the basic security of rights to receive education,the problem of entering school will be a showcase of the coordination of family investment,integrated distribution of schools and local administration.Through investigation of the competition of school selection,entering a school nearest to home and child of floating population,this study finds synthesized consideration of student need of survival and development,plan as a whole of local education resource and then coordinating local compulsory education resource and private need,is the key to solve the problem of entering school.
