摘 要:本研究对我国西南、华东等五区10省市的1 497所县域中小学、九年一贯制学校、教学点的生均教学楼面积、生均图书册数、危房存有率和每百人计算机拥有量等义务教育学校硬件配置指标的调研数据进行了分析,结果发现,我国县域义务教育学校标准化建设成果显著,但总体情况较为薄弱,区域、省份、校际间硬件配置差异显著,且存在一定资源冗余现象。改善县域义务教育资源配置,促进其均衡发展,需要遵循"公平—效率—质量"原则与"扎实摸底,建立台账,强化县域义务教育发展现状研究深度;合理规划,精准指向,加大县域义务教育学校硬件投入;多方参与,及时反馈,建立全面动态的资源配置监测机制"的实践路径。This study conducted a field investigation about compulsory education hardware configuration indicators concluding 1497 primary and secondary country schools,nine-year system schools,the average studying area of students,the average number of books,the presence rate of dangerous houses,the amount of computer possession per hundred people in southwest,east and other five provinces in China.After analyzing,the results of the standardization construction of compulsory education schools in our country are significant,but the overall situation is weak.There are significant differences in the hardware configuration between regional,provincial and inter-school,and there is some resource redundancy.To improve compulsory education resource allocation,promote its balanced development need to follow the principle"Fair,Efficient,Quality"and the practice path "Finding out the foundations,creating detail record tables,enhancing the depth of study about compulsory education development status quo in country;Planning reasonably,pointing position accurately,increasing hardware investment of compulsory education schools in country;Multi-participant,timely feedback,setting up monitoring mechanism of comprehensive and dynamic resource allocation."
