江苏省食品安全监管绩效评价研究

摘　　要：评价政府的食品安全监管绩效,有助于量化政府监管效率,助推政府全方位加强监管,提高食品安全治理水平。笔者通过文献分析法构建食品安全监管绩效指标体系,利用大数据挖掘技术采集江苏26个县(市、区)的食品安全监管数据,借助网络层次分析-模糊综合评价模型,对江苏省食品安全监管绩效状况进行评价分析。研究结果表明:江苏省食品安全监管绩效达到合格水平,但是事前环节的食品安全风险监管、事中环节的食品召回监管以及事后环节的事故总结监管存在一定程度的监管缺失现象。此外,在调研中发现:食药监改革并未达到理想结果,食药监和市场监督管理局的"多头领导"现象较为普遍,食药监官方网站对于监管信息的更新缓慢,部分调查城市尚未建立食药监。The evaluation of the government＇s food safety supervision performance helps to quantify the efficiency of government regulation and boost the government to strengthen supervision in all directions to improve the level of food safety governance. In this paper, the food safety supervision performance index is constructed by literature analysis method, and the food safety supervision data of 26 counties （cities and districts） in Jiangsu are collected by using large data mining technology. With the help of network hierarchy analysis and fuzzy comprehensive evaluation model ,make an evaluation and analysis on the performance of food safety supervision in Jiangsu Province. The results show that the performance of food safety supervision in Jiangsu Province has reached the qualified level, but the prior links of food safety risk regulation, the incident in the food recall supervision and the incident after the accident summary supervision have a certain degree of lack of supervision. In addition, the survey finds that food and drug reform does not achieve the desired results, the ＂multiple leadership＂ phenomenon of food and drug administration and market supervision administration is more common, regulatory information updates slowly in food and drug supervision official website and part of the survey city has not established food and drug supervision yet.
