中国人口集聚和经济集聚的环境效应差异研究——基于省域面板数据分析  

Study on Difference between the Environmental Effects of Population Agglomeration and Economic Agglomeration in China: Based on Analysis of Provincial Panel Data

摘　　要：在经济集聚和人口集聚日益加剧的背景下，生态环境的变化是否与经济集聚和人口集聚有关，是现阶段需要解决的重大理论问题和现实问题。文章针对以上问题通过对我国30个省份2000--2014年的面板数据进行实证分析，结果发现，我国经济集聚的环境效应总体呈负效应，当经济集聚度不断提升超过拐点时，经济集聚的规模效应及溢出效应显现，经济集聚对环境的负效应影响减弱；人口集聚对环境的作用呈“u”型非线性影响，在人口集聚度较低时，人口集聚的环境效应是正效应，人口集聚可以带来整体上环境污染排放的改善；但当经过临界点后，人口集聚所带来的污染排放比人口集聚的增加速度更快，环境污染排放会更加严重。我国人口集聚和经济集聚的环境效应差异研究对我国经济开发、城镇化及环境保护有重要意义。Under the background of growing economic agglomeration and population cluster, whether the change of the environment is relevant to economic agglomeration and population agglomeration, this is a great theoretical and realistic problem need to be solved at present stage. To solve the problems above, the paper tried to empirical analysis through the panel data of 30 provinces during 2000-2014, found that China＇s environmental effects of economic agglomeration showed negative effects, when the degree of economic agglomeration rising over turning points, size effects and spillover effects of economic agglomeration appears, negative effects of economic agglomeration on the environment would be weakened. The environmental effect of population agglomeration is a ＂U＂ type nonlinear effect. When the population agglomeration degree is low, Its environmental effects is positive, the population agglomeration could overall improve the environmental pollution; but rising over the critical point, the population agglomeration increased with the concentrating of population, pollution emissions caused by population agglomeration increased faster than population growth, environmental pollution emissions would be more serious. Studies on the environmental effects of population agglomeration and economic agglomeration are of great significance to China＇s economic development, urbanization and environmental protection.
