摘  要:我国公共部门的人才选拔体制主要以资格考试为途径进行人才选拔,其公平性和公开性大大提高。但公共部门人才选拔仍然存在体制壁垒问题,阻挡了许多优秀人才进入公共部门,也使一些体制内人员因此而辞职。借鉴叶适的人才管理思想可以为解决我国公共部门人才体制壁垒问题提供解决思路。The talent selection system in public sector of our country mainly takes the qualification examination as the way to select thetalents, and its fairness and openness are greatly improved. However, public sector personnel selection still has institutional barriers,which prevents many excellent talents from entering the public sector, and also makes some institutional staff resigned. This paper pro-vides a solution to the problem of institutional barriers to public sector talent in china by learning from Yeshi's talent management ideas.
