摘 要:目的通过了解疾控机构绩效工资实施情况,探索奖励性绩效工资分配的策略及建议。方法采用定量调查和定性访谈相结合的方法,由全国32个省级疾控中心填报调查问卷,并选择5个省份进行现场访谈。结果全国有26家省级疾控中心已经实行了绩效工资制度,年绩效工资总量人均4.10万元,部分地区财政保障不足;绩效考核结果难以与绩效工资挂钩;17家省级疾控中心采取按月发放奖励性绩效工资的分配方式;5家省级疾控中心认为实施奖励性绩效工资对员工工作没有影响或者造成不利影响。由于疾控工作难以量化,奖励性绩效工资发放缺乏科学依据,加之奖励性绩效工资构成比例较低,难以起到激励作用。结论落实政府责任,全额保障疾控人员绩效工资并保持较高水平。建立疾控人员绩效工资增长机制。完善机构岗位设置,建立适应疾控特点的人事薪酬制度和科学的考评机制。Objective Through the investigation of the implementation of the CDC performance salary,to explore the distribution strategy and suggestions of incentive performance pay. Methods Both quantitative survey and qualitative interviews were used. Thirty-two provincial CDCs were investigated by questionnaires,and 5 provinces were selected to conduct on-site interviews. Results In China,26 provincial CDCs had already implemented performance pay system,with annual performance pay total of 41 thousand Yuan per capita,but some areas had insufficient financial security. The results of performance evaluation was difficult to match with the performance wage; 17 provincial CDC took monthly distribution of pay for performance incentives; 5 provincial CDC believed that the implementation of pay for performance incentives for staff had no effect or adverse effects. As the work of disease control was difficult to quantify,there was a lack of scientific basis for reward performance pay,and the incentive performance pay was low,it was difficult to motivate staff by incentive performance salary system.Conclusion To implement the government’s responsibility,it make sure a full financial input on performance salary of disease control personnel,and maintain a high level of wages. The performance salary growth mechanism of disease control personnel should be established. It should improve the establishment of institutions,establish personnel salary system and scientific evaluation mechanism which is suitable for the characteristics of disease control.
