摘　　要：聋生因自身的缺陷易被社会歧视,根据加里·贝克尔的有效歧视定义,为消除有效歧视借助舒尔茨的人力资本理论,通过教育投资的扩大化、多元化、精准化提高聋生的人力资本,打破有效歧视形成条件,实现健听与聋生人群的净收入最大化,促进残健"平等、参与、共享"理念发展。Deaf students are vulnerable to social discrimination because of their defects. According to the Gary S. Becker's definition of effective discrimination, to effectively eliminate discrimination with the aid of Theodore W. Schultz's theory of human capital, it is realized through the expansion of education investment,diversification, precisely improvement of the human capital of deaf students, breaking the effective discrimination forming conditions, realizing the maximization of the net income of average hearing and deaf students crowd, and promoting residual health concept of "equality, participation, sharing" development.
