摘　　要：中国英语能力等级量表是国家外语测评体系改革的重要组成部分,翻译能力等级量表(包括口译和笔译)是其中具有创新性的课题。截至目前,国际上尚无专门的英汉互译能力等级量表,因此亟需开发翻译能力量表以满足社会各界需要。本文在建立笔译能力构念基础上,提出并详细描述了中国英语能力等级量表项目下的笔译能力等级量表参数框架。The development of translation proficiency scales has been a creative sub-project of Chinas Standards of English(CSE),which will serve as an indispensable component of the assessing system of foreign languages in China.The global absence of proficiency scales for translating between English and Chinese calls for their development to address the needs of various circles.Based on the detailed discussion of the construct of translation competence,this paper provides and explicates a descriptive framework for scales of written translation proficiency under the project of Chinas Standards of English.
