非营利性民办高校内部治理权力制衡分析

摘　　要：以健全的权力制衡体系推动非营利性民办高校内部权力结构优化配置,是理顺学校内部管理机制、充分释放民办学校体制活力、实现非营利性民办高校内涵式发展的有效途径。当前非营利性民办高校内部权力高度集中、多元主体参与治理权利保障不力、外部制衡不足等问题较为突出。依据权力制衡三种范式,对非营利性民办高校内部治理权力进行有效制衡,需从内部权力分立、内部治理主体权利保障、外部制衡强化等多方面施策,构建一个多层次、多维度的权力制衡体系。To optimize the interior governance power structure in non-profit private institutions of higher education with a sound power balance system is an effective way to smooth the internal management mechanism, fully release the vitality of private system, and promote the non-profit private institutions of higher education to develop with high quality. At present, there are serious problems within non-profit private institutions of higher education, such as high concentration of internal power, diverse parties＇ governance rights lack of protection, and weak external balance power. According to the three models of power balance, to balance the interior governance power of non-profit private institutions of higher education, it is necessary to take measures in aspect of inner power separation, inner governance subjects＇ rights protection and external balance strengthening, so as to build a power balance system of multi-levels and multi-dimensions.
