基于卓越的公平:牛津大学本科招生的理念与实现路径

摘　　要：公平是大学招生的永恒追求,也是指导牛津大学本科招生政策和实践的理念。入学机会的均等和补偿是牛津大学公平理念的核心,体现为申请机会的均等、选拔标准的均等、录取概率的均等和面试机会的补偿,实现路径包括:开展面向高成就弱势学生的拓展工作,最小化申请障碍;以卓越为基准,通过渗透公平的综合评价选拔具备优异学业成就和大学成功潜力的生源;采用生源库系统,保证分权式录取模式下学生录取概率的均等;实施背景考察,为符合条件的弱势学生提供额外的面试机会。牛津大学的经验可为我国高水平大学公平招生体系的构建提供启示。Equity is the eternal pursuit of college admissions,and the guiding idea of undergraduate admissions policy and practice at the University of Oxford.Equality and compensation of accessis the core of the idea of equity at the University of Oxford,which is reflected by the equality in applying opportunity,the equality in selecting criteria,the equality in admission probability,and the compensation of interview opportunity. There are several implementing approaches of equity,including：conducting outreach programs to highly qualified disadvantaged students with the aim of minimizing the applying barriers;using excellence as a baseline to select candidates with excellent academic achievements and potential of succeeding in college through a fair comprehensive review process;adopting a pool system to guarantee the equality of admission probability under the mode of devolved admissions;conducting contextualized review to offer extra interview opportunity to eligible disadvantaged students.The experiences of pursuing equityat the University of Oxford can enlighten the construction of fair admissions system in high-achievement universities in China.
