摘  要:博洛尼亚宣言开启了欧洲高等教育一体化进程,同时也拉开了欧洲自上世纪60年代后期以来最重要、波及面最广的高等教育改革的序幕。该进程中最重要的一点就是推动大学生在全欧范围内无障碍流动。经过了十几年的发展,欧洲内部各国之间学生流动的不平衡现象逐渐凸显。本文以联合国教科文组织统计研究所和欧盟统计局的数据为基础,从欧洲内部不同区域和欧洲各国之间学生流动这两个层面对欧洲内部学生流动现象进行分析,阐述欧洲内部学生流动的不平衡性。On 19 June 1999, ministers in charge of higher education from 29 European countries signed the Bologna Declaration in the Italian city of Bologna, which aimed to build a European Higher Education Area (EHEA) in 2010. The declaration initiated the process of integration of European higher education. Meanwhile, it also opened up the most important and the most widespread higher educa- tion reform since 1960s. The most crucial part of the process is to facilitate students' barrier-free mobility within Europe. After more than ten years development, the phenomenon of imbalanced student mobility among European countries becomes increasingly obvious. This paper is based on UIS and Eurostat's data to analyze intra-European student mobility from a regional and national perspective in order to elaborate imbalanced intra-European student mobility.
