摘  要:职业教育集团是近年来职业教育创新发展的重要模式,也是推进职业教育办学体制改革的突破口。2011年,辽宁省启动省级示范性职业教育集团建设工程,在中高职衔接领域做出积极有效地探索和尝试,为建设辽宁现代职业教育体系、搭建人才成长立交桥做出贡献。但在建设过程中,也面临着相关法律法规缺乏,身份属性不明确;实质性激励与约束性政策缺失,企业缺乏深度参与的源动力;政府相关部门职能的缺位,职业教育集团的瓶颈难以突破;职业教育集团内部缺乏长效机制,集团化效益没有充分发挥等问题。推进辽宁省职业教育集团发展需要加快地方立法进程,依法推进职业教育集团化办学工作;发挥政府主导作用,加强领导和统筹协调职教集团发展;发挥行业企业主体作用,鼓励企业参与职业教育集团化办学;构建多元的资助机制,为职教集团发展提供有力支撑;政府适当放权,扩大职教集团的自主权。The vocational Education Group is an important model for the innovation development and the breakthrough in promoting the system reform of vocational education in recent years. In 2011, Liaoning Province started the provincial demonstration vocational education group construction, actively and effectively explored and attempted in the area of connecting Secondary Vocational Education and Higher Vocational Education, and contributed to building the modern vocational education system of Liaoning Province and establishing the talent overpass. However, in the process of construction, the relevant laws and regulations was also lacked, the identity attributes was unclear; the substantive incentives and binding policies was lacked, the enterprises participation motivation was not high; the government departments function was lack, the vocational education groups bottlenecks breakthrough difficultly; the long-term internal mechanism of the vocational education group was lack, the group did not give full play efficiency. To promote the vocational education group development of Liaoning Province, it is necessary to speed up the local legislative process and promote vocational education group according to law; give full play to the government leading role, strengthen leadership and coordinate the vocational education group development; give play to the main body role of industry enterprises and encourage enterprises to participate in the vocational education group; establish the diversified funding mechanism to provide the strong support for the vocational education group development; and let the governments delegate power appropriately to expand the ownership of the vocational education group.
