质量与公平并重:高等教育分流的本质含义及实现机制

摘　　要：质量与公平是高等教育分流的两大支柱,是实现我国从高等教育大国向高等教育强国转变的坚实基础。坚持质量与公平并重的高等教育分流道路,是调节高等教育供需矛盾、推动高等教育高质量发展、破解高等教育发展不均衡问题的现实要求。质量与公平并重的本质是强调高校分类发展,提高质量,办出特色,争创不同类型的一流;其深层含义是促进学生分类入学,按能力、兴趣和需要公平地赋予每个人应得的高等教育机会,让不同的学生成为不同领域的一流人才。质量与公平并重的高等教育分流主要包含三层意思:让不同的高校争创不同的一流;让合适的学生流向合适的大学;让每个学生独特的天性得到自由地生长。以质量与公平互促实现高等教育合理分流,需要确立各得其所的资源配置机制,建立因材施教的多次选择机制,形成各美其美的特色发展机制,构筑和衷共济的弱势补偿机制。Quality and equity are two pillars of higher education shunt,which is the solid foundation to realize the Chinese transformation from a big country of high education to apowerful country.Adhering to the higher education shunt road of paying equal attention to quality and equity is the real requirement of adjusting the contradiction between supply and demand,the requirement of promoting the high quality development of higher education,the requirement of solving the problem of unbalanced development.The essence of it is to emphasize colleges and universities to develop differently with high quality and own characteristics.Its deep meaning is to promote the classification of students,and to give each person equal opportunity in terms of ability,interest and need,so that different students can become first-class talents in different fields.There are three main meanings of paying equal attention to quality and equity,that is,guiding different colleges and universities strive for a different first-class,letting the right students go to the right colleges or universities,allowing each student＇s unique nature to grow freely.To achieve reasonable distribution of higher education by improving quality and promoting equity,we need to establish a proper resource allocation mechanism and a multiple choice mechanism in accordance with one＇s aptitude,forming a distinctive university development mechanism,and build a compensation mechanism with concerted efforts.
