摘　　要：近年来,大力发展社区教育成为国家共识,也是加快建设美好新海南的题中之义。但是,目前海南社区教育尚属起步阶段,不论在理论研究还是实践探索方面,我省差距均较大。在对海南省和江苏、浙江、西安等省市社区教育调研基础上,总结海南省社区教育整体发展情况,指出存在问题:认识不足,与居民需求相去甚远;顶层设计缺乏,管理缺位;基础能力薄弱,整体发展水平不高。借鉴其他省份先进经验,提出:从法制建设、机制建设、载体建设、内涵建设等方面发展海南社区教育意见和建议。希望探索出适合美丽新海南建设需要的社区教育发展路子,以社区教育推进社会文明,大力提高国民素质,加快建设学习型社会。The development of education in recent years has become a national consensus for accelerating the construction for a new beautiful Hainan. However, Hainan community education is still in its infancy at present, and there is a large gap between theoretical research and practical exploration. This paper, based on the investigation of the community education in Hainan province and Xi an and some places of Jiangsu and Zhe-jiang ,summarizes the overall situation of development of community education of Hainan province, put forward the existing problems that underdeveloped community education , which are far from the inhabitants＇ require-ments ,due to lack of top level design and full understanding of its significance , and draw the experience from the advanced provinces from the perspective of the four aspects, which are legal system construction, mecha-nism construction, carrier construction, connotation construction development , as well as the opinions and Sug-gestions of community education for Hainan province. We hope to find out what is suitable for community education development in a new beautiful Hainan, so as to promote the social civilization by development of education community,to improve the national quality and accelerate the construction of a learning society.
