摘  要:交通网络拥挤收费通过在路段上收取一定的通行费用,调节道路网络中的交通流量分布,使流量从拥挤路段转移到畅通路段,达到缓解交通拥挤的目的.由于用户出行模式选择、节假日或者天气状况等因素的影响,交通网络拥挤收费问题具有不确定性.这些不确定因素影响着交通网络拥挤收费问题,因此有必要研究交通网络拥挤收费问题中的不确定因素.同时考虑交通网络拥挤收费问题中路段费用和O-D需求2种不确定因素,利用鲁棒优化方法建立了基于情景的鲁棒交通拥挤双层规划模型,然后将双层规划模型转化为带均衡约束的数学规划问题,利用松弛算法求解,得到了鲁棒均衡路段流.数值算例表明,求解鲁棒交通拥挤收费模型得到的鲁棒均衡路段流量对不确定因素的扰动具有鲁棒性.By charging a toll in some roads, traffic congestion pricing transfer the traffic flow from the crowded roads to smooth ones thus to alleviate traffic congestion. Traffic congestion pricing problem is un- certain due to the influence of some factors such as the user' choice of traffic mode, holidays or weather conditions. These uncertain factors affect the traffic network congestion pricing probiem; so it is necessary to study the uncertainty of traffic congestion pricing problem. This paper considers the uncertainty of user' traffic cost and O-D demand in traffic congestion pricing problem at the same time, and uses robust optimization method to form the robust traffic congestion pricing model based on scenario. Solving the model with relaxation algorithm, we obtain the robust equilibrium flow. A numerical example shows that the robust equilibrium flow is robust to the disturbance of uncertain factors.
