摘  要:20世纪70年代中期,美国学者开始对个别化教育计划进行研究,在经历了三十余年的发展与改进之后,美国已经在个别化教育计划方面形成了较为完善的系统。本研究从美国个别化教育计划的立法研究出发,首先介绍了立法演进过程,总结立法特征。进而,在此基础上以美国个别化教育计划立法演进历程与积累的教训与经验为支撑,针对我国如何实施并进一步完善个别化教育计划,进行思考,并指出相关部门应充分了解社会立法需求,建立特殊教育评估体系,制定有效的地方法规。In the middle of 1970s, American scholars began to study the individualized education program, and after the development and improvement for more than thirty years,a rather sound system of individualized education program has been formed in the United States. At first, based on the legislative research of the American individualized education program,this study introduces the legislative process and summaries the legislative characteristics. Meanwhile,supported by the legislation evolution of the individualized education program and the accumulation of experience and lessons in the United States, the researcher tries to do some scientific thinking about how to implement and further improve the individualized education program in China. And also points out that relevant departments should be fully aware of social legislation requirements, set up special education evaluation system, and make effective local laws and regulations.
