摘  要:新时代优先发展教育,起步在早教。《国家中长期教育改革和发展规划纲要(2010-2020年)》首次明确提出了"重视0~3岁婴幼童教育",标志着从国家政策层面,我国早期教育正式向前延伸到了0岁,中国政府已经将儿童早期发展纳入《健康中国2030规划纲要》,上升为国家战略,实现了政策从0到6岁儿童学习与发展的全覆盖。2012年10月,教育部正式颁布《3~6岁儿童学习与发展指南》,为教师和家长了解幼儿的身心发展水平和特点提供了更加具体、可操作的依据和指导。0~3岁是3~6岁儿童学习与发展的前提和基础,研发《0~3岁儿童学习与发展指南》(简称《指南》)进而形成一条龙的中国0~6岁儿童教育方案就成了迫切的时代课题。本文从学术研究角度阐述了0~3岁儿童学习与发展及教育的重要性、《指南》的基本原理、儿童学习的特点和规律、儿童早期语言学习与发展的特殊性、儿童学习与发展背后的深层内核即"执行功能"、《指南》的结构和内容、《指南》的服务对象、《指南》实施要注意的问题,以便为决策提供参考。In the new era, first priority is given to the development of education, with the first step being the development of early childhood education. For the first time, the National Plan for Mid- and Longterm Educational Reform and Development ( 2010 - 2020) clarified "emphasis on the education for those aged 0-3," indicating that China' s policy of early childhood education has been targeted at those aged 0. Meanwhile, the Chinese government has viewed early childhood development as a national strategy and has incorporated it into the Gu/delines for Healthy China 2030, which reflects China' s policy for the learning and development of children aged 0- 6. In October,2012, the Ministry of Education promulgated the Learning and Development Cuidelines for Children Aged 3-6, which offered a specific and operable guide for teachers and parents in their tmderstanding of young children's physical and mental development. The learning and development of babies aged 0-3 is the basis of that of children aged 3-6. It is an urgent task in the new era to develop the Learning and Development Guidelines for Chinese Children Aged 0-3 (hereinafter referred to as the Guidelines), which will help push forward the formulation of the complete educational plan for Chinese children aped 0-6. This study illuminates the significance of the learning and development of babies aged 0-3, the basic principles of the Guidelines, the features and law of children's learning, the particularity of language learning and development in early childhood, the deep core (the executive function) behind children's learning and development, the structure and the content of the Guidelines, those to whom the Guidelines offer service, and the problems existing in the practice of the Guidelines, for the purpose of providing a reference for decision-making.
