特色小镇建设的逻辑与脉络——基于对首批特色小镇的思考

摘　　要：特色小镇建设应秉持创新、协调、绿色、开放、共享的发展理念，重点嗣绕“精准定位、特色打造、产业发展、多措并举”等实施建设，进而实现“产、城、人、文”四位一体和“三生”融合发展目标。特色小镇建设是一项复杂的自适应系统工程，需要从自然生态、文化底蕴、产业集群、人文情怀的特色化着手系统设计，从“地脉、文脉、业脉和人脉”四维度全面展现。This paper, holds that it is important to insist on the five development ideas--innovation, coordination, greenness, openness and sharing, in the constraction of characteristic townlets, and that precise positioning, characteristics building, industrial development, measure implementation are important components of the construction of characteristic townlets. If the above ideas can be put into practice successfully development goals, including building a ＂four-in-one＂ system among ＂production, city, people, culture＂ and integration of ＂ production, life, ecology＂ will be well realised. Additionally, since the construction of characteristic townlets is a complex adaptive system project, its systematic design involves a consideration of natural ecology, cultural richness, industrial cluster and humanistic spirit, and its implementation is consequently four-dimensional, including geography, culture, industry and humanity.
