高等职业教育创新发展与高等职业教育混合所有制办学研究

摘　　要：教育部颁布了《高等职业教育创新发展行动计划(2015—2018年)》中明确提出,"充分发挥市场机制作用,引导社会力量参与办学,发挥企业重要办学主体作用,探索发展股份制、混合所有制高等职业院校"。这对于新形势下我国职业教育的深化改革,突破瓶颈,激活办学活力,实现创新发展具有十分重要的现实意义。但在实践过程中却出现了社会资本利用渠道比较单一、缺乏对应的教育政策支持、校企双方办学价值目标不统一等一系列问题。通过对国内外办学中取得的经验获得的启示,本文提出了政府推动、依托行业协会促进投资多元化、政府出台配套教育政策支持、政府主导设立企业准入机制、建立长效监督机制、高职院校应主导混合所有制教职工招聘并一视同仁等可行对策。The Ministry of Education promulgated the Action Plan for the Innovation and Development of Higher Vocational Education （2015-2018）, which clearly stated that ＂full play of the role of the market mechanism, guide the participation of social forces in running schools, give full play to the main role of enterprises in running schools, explore the development of jointstock systems, mixed ownership, and advanced Vocational colleges＂. This is of great practical significance for deepening the reform of vocational education in China under the new situation, breaking through the bottleneck, activating the vigor of running a school, and achieving innovation and development. However, in the course of practice, there have been a series of problems such as the relatively single use of social capital, the lack of corresponding education policy support, and the inconsistent goals of the school and enterprise in running the school. Through the lessons learned from the experience gained in running schools at home and abroad, this paper proposes government promotion, reliance on industry associations to promote invest- ment diversification, government support for supporting education policies, government-led establishment of enterprise access mechanisms, establishment of long-term supervision mechanisms, and higher vocational education. Colleges and universities should lead the feasible measures such as mixed ownership staff recruitment and equal treatment.
