摘　　要：改革开放40年来,党的政治文化建设先后经历了调整、发展和成熟三个时期,其具体演进逻辑顺序:从政治文化全面为"经济建设"提供动力到服务于党的"三个代表";从"科学发展观""和谐社会""以人为本"政治文化观到新时代中国特色社会主义"人民主体""共同富裕""全面开放""深化改革"政治文化观;从"依法治国"到"全面依法治国",从"从严治党"到"全面从严治党";从"法治德治"结合到"自治法治德治"相结合,从注重"政策制度制定"到更注重"组织人事"和"制度执行",这一系列的演进凸显了党的政治文化不断创新。特别是新时代习近平同志为首的党中央把党的政治文化创新推向高潮,把以"民生为本"的政治文化发挥到极致,将"依法治国和依规治党"有机结合,全面注重政治文化建设在全面建成小康社会中的功能,强调优秀传统文化、革命文化和社会主义核心价值观在全面从严治党中的地位,重视乡村文化振兴在实现乡村振兴和共同富裕中的作用,提出了"人类命运共同体"大外交政治文化思想,高度重视政治生态文化在政治建设中的核心价值。In the past 40 years of reform and opening-up in China,the Party＇s political and cultural construction has gone through three stages： transformation,development and maturity. The logical sequence of its evolution goes as follows： a shift in which the political culture provides impetus for comprehensive＂economic construction＂to the goal of the Party＇s＂Three Represents＂; a shift from＂scientific development view＂,＂harmonious society＂and＂humanistic concern＂to the political and cultural view of socialism with Chinese characteristics in the new era,that is,＂people-oriented focus＂,＂shared prosperity＂,＂all-round opening-up＂and ＂deepening reform＂; a shift from ＂rule of law＂to＂rule of law comprehensively＂,from＂strictly governing the Party＂to＂comprehensively strictly governing the Party＂; a shift from the integration of＂rule by law and rule by virtue＂to the integration of＂self-government,rule by law and rule by virtue＂; a shift from focusing on＂policy-making＂to＂organizational and personnel management＂and＂institutional implementation＂. This series of shifts for development highlights the continuous innovation of the Party＇s political culture. Especially in the new era,the CPC Central Committee headed by Comrade Xi Jinping has pushed the Party＇s political and cultural innovation to a new level,brought the ＂people-oriented＂political culture to its peak,integrated the rule of law of the state with the rule of the Party by law,improved the functions of political and cultural construction in building a prosperous society in all respects,strengthened the role of the fine traditional culture,revolutionary culture and socialist core values in strictly governing the Party in all aspects,attached importance to the role of the rural cultural revitalization in realizing shared prosperity,proposed the＂community of shared future for mankind＂as a grand diplomatic,political and cultural theory,and emphasized the core value of political eco-culture in
