摘　　要：普惠性学前教育与营利性或非营利性民办学前教育属于不同的概念范畴,两者的概念由来、特征存在本质差异。普惠性学前教育作为社会公正的一种价值追求,其服务产品既可由公办幼儿园来承担,也可由营利性或非营利性民办幼儿园来承担。普惠性民办幼儿园的认定,不应将营利性民办幼儿园排除在外。营利性民办幼儿园,同样可承担普惠性学前教育的任务,同样是实现普惠性学前教育的重要力量。Universal-benefit preschool education and the for-profit private kindergartens belong to different concept category, have fundamentally different characteristics. As a kind of value pursuit of social justice, universal-benefit preschool education can be borne by both public kindergartens and nonprofit private kindergartens. The decision of the general public kindergartens should not exclude the forprofit private kindergartens. For-profit private kindergartens can also undertake the tasks of universal-benefit preschool education, which is also an important force for the implementation of universal-benefit preschool education.
