行业特色型高校学科和专业建设规划的演进——基于中国石油大学(华东)历次五年规划的文本分析

摘　　要：在国家全力推进"双一流"建设的背景下,行业特色型高校的发展面临着重大的机遇和挑战。五年规划作为大学发展战略规划的重要形式,是行业特色型高校转变发展方式、实现跨越式发展的行动指南,是制定和实施学科专业建设方案的政策依据。中国石油大学(华东)是一所典型的行业特色型高校,从"七五"起开始编制五年规划,规划本身成为研究该校乃至我国行业特色型高校发展历程的宝贵史料。通过以历次五年规划文本为研究素材,对该校学科和专业建设规划的演进过程进行比较分析可以看出,学科和专业是大学明确办学定位的重要基础,学科和专业建设是一个相对稳定的动态发展过程,要与学校的办学定位相契合,主动服务于学校的发展目标,同时根据国家政策和办学环境变化进行适度调整。建设世界一流学科,必须保持学科建设和专业建设的平衡,进一步强化和发展自身的办学特色。The universities with industry-based characteristics are facing great opportunities and challenges in the context of doubleworld-class construction. As a form of strategy planning, five-year plan acts as the guide of stride development and the policy basis ofschemes of discipline and specialty. China University of Petroleum （East China） is a typical university with industrial characteristics.It has made five-year plan since 1986, and seven plans have played important roles in its development. These five-fear plans havebecome precious historical materials for research on the university and other similar universities. Based on the previous five-year planTexts, the paper focuses on the evolution of the discipline and specialty construction plan by means of longitudinal comparativeanalysis. The research proves that the discipline and specialty is the important foundation of school-running orientation, and theconstruction is a relatively stable dynamic development process, which accords with the running orientation and serves for the universitytarget. Meanwhile,it adjusts in accordance with the changes of national policies and environment. Building world-class disciplinesrequires the university to focus on talent training and discipline construction and further strengthen its own characteristics.
