摘 要:1978年中共十一届三中全会开启了中国社会改革开放的新局面.历经40年的改革与发展,中国教育发生了天翻地覆的变化,总体发展水平进入世界中上行列.本研究在回顾和总结40年教育改革开放的历史经验基础上发现,虽然不同时代教育改革的社会环境不同、面临的重大教育问题有别、教育改革的具体策略各异,但教育为人民服务的制度伦理没有变,不断深化教育改革与持续扩大对外开放的总战略没有变,教育优先发展的战略地位没有变.In 1978, The Third Plenary Session of the Eleventh Central Committee of the Communist Party of China opened a new page of China's social reform and opening up. After 40 years of reform and development, China's education has changed dramatically and gained a moderate to high position in the world. By reviewing and summarizing the experience of the educational reform and opening up in the past 40 years, this study reveals that although the social environment of educational reform, the major educational problems and the strategies employed vary in different periods, the education in China has been adhering to the institutional ethics of serving the people, the overall strategy of education reform and opening to the outside world, and the strategic position of education as a nrioritv in develooment.
