摘　　要：在智慧城市战略下,构建绩效评估体系是提升"互联网+政务"建设和运行质量的主要手段,是检验政府公共服务水平提升实效的重要方式,也是推进国家治理体系和治理能力现代化的现实表现。在绩效评估体系构建过程中,以PZB模型和电子政务SERVQUAL量表为理论依据,以"互联网+政务"SERVQUAL量表为载体进行定量评估,并在此结果基础上开展以自评和上级评估为主体的定性评估,从而保障"互联网+政务"的高质量运行。Performance evaluation system is the main method to improve the construction and running level of Internet＋ Government Affairs,the important way to test actual improving effect of governments＇ public services,and the actual manifestation to carry out the modernization of national governance system and ability in smart city strategies. In the process of building the performance evaluation system,PZB model and SERVQUAL scale are its theoretical bases; Internet＋ Government Affairs＇ SERVQUAL scale is the carrier of quantitative evaluation. Finally,it＇s necessary to develop qualitative evaluation with the subjects of self-evaluation and superior evaluation in order to guarantee high quality of Internet＋ Government Affairs running.
