关于加强高校知识产权保护的调查研究——以天津市高校为例

摘　　要：自党的十八届三中全会以来,我国关于知识产权的保护逐渐加大力度,但目前高校知识产权保护系统还存在许多的漏洞和问题。文章通过文献检索,走访天津市高校和相关部门、电话访谈、调查问卷等多种调研方法,从科研工作者、高校和社会三个层面分析高校目前所面临的知识产权保护方面的主要问题,并提出建立有效的知识产权成果转化机制、完善高校知识产权管理体制、加强知识产权人才培养,引进中外专业人才和加强知识产权保护的宣传等四点对策建议,加强高校对知识产权的重视和保护。Since the Third Plenary Session of the 18 th Central Committee of the Communist Party of China, the protection of intellectual property rights has been strengthened in China, but there are still lots of problems in university intellectual property rights protection at present. This paper discussed the major problems through analyzing literature, face to face or telephone interviews, and a questionnaire survey in the relevant departments of some universities in Tianjin. It also put forward some suggestions for developing an effective property transformation mechanism, perfecting university intellectual property management system, intensifying the training of talented people in the field, introducing talents and experts from other places in China or abroad, and enhancing the publicity of intellectual property rights protection, so as to call people＇s attention to the issue.
