摘 要:高校行施教师专业技术职务的自主评审权,这不是政府对高校师资队伍管理的放权,从根本上讲,这是高校应有办学自主权的回归。在现行的干部人事管理体制下,高校应从教师岗位工作职责要求出发,转变传统的单一学术水平评价标准,从高等学校的教学、科研、服务三个基本职能出发,设置专业技术职务评聘的条件,建立公正公开公平的评聘标准和程序。Autonomy of colleges and universities in deciding their teacher's professional and technical titles is,in nature,the right they deserve to have back,instead of something granted by the government,as far as personnel management is concerned.Based on the existing system of cadre management,colleges and universities should reform the previous evaluation standard of taking merely academic accomplishments into consideration. Teaching,Research and Service function of colleges and universities are the starting point for them to stipulate conditions for both conferring teachers' professional and technical titles and appointing teachers to corresponding posts,so as to ensure an open,fair and impartial standard system.
