摘 要:改革开放以来,我国基础教育质量与管理水平不断提升,但基础教育的乱收费、关系上学、有偿补课、请客送礼、教辅资料多而乱等"乱象"依然存在,并且呈现新的形式与特点。引起"乱象"的原因有优质教育资源短缺、教育投入不足、教育资源配置不均衡等客观原因,也与相关人员的职业道德观、利益观等有关。可通过缩小教育资源非均衡配置差距、提高教师地位、严格规范课外培训和严厉处罚"乱象"行为等措施治理"乱象",提高人民对教育的满意度。Since the reform and opening-up,the quality and management level of basic education in China has been constantly improved,but the "disorder"of basic education still exists and presents newforms and characteristics,such as unjustified charge,school with relation,lessons for payment,guest gifts,disordered teaching-aided materials and etc. The objective causes for the "disorder"are the shortage of high quality education resources,the inadequate investment and the unbalanced allocation of educational resources. Besides,the professional ethics and interest viewof concerned people should also be considered. In order to govern the "disorder"and improve people's satisfaction in education,the paper proposes to reduce the disequilibrium of educational resources,improve the status of teachers,strictly standardize the extracurricular training and severely punish the "disorder"behavior.
