摘  要:目的:了解卫生从业人员对江苏省区域间卫生人力资源配置差异及改善路径的认知情况,明确存在的问题,并分析配置不均衡原因,探索卫生人力资源均衡发展的适宜路径,为卫生行政部门优化卫生人力资源配置提供基础信息。方法:采用分层抽样方法,选取苏南、苏中、苏北地区医疗卫生机构工作人员进行问卷调查,共回收有效问卷3 157份。采用Epidata 3.0软件进行问卷双录入,使用SPSS 17.0软件对数据进行分析,检验水准为α=0.05。结果:受访者普遍认为江苏省区域间卫生人力资源配置存在差距,苏中、苏北地区受访者认为配置不均衡情况更严重;经费投入和政策环境被认为是影响均衡性的主要因素;苏南地区认为政策环境是均衡配置的最重要途径,苏中、苏北地区认为加大投入更重要。结论:江苏省卫生人力资源政策和措施不够全面和系统,制定和执行不够严谨;区域间差异较大,经济社会发展水平存在差距,影响卫生人力资源配置;教育水平存在差距,卫生人力资源培养水平不同。Objectives: To understand the cognition of health staffs about the differences in health human resource allocation and to analyze the suitable path for the balanced configuration of health human resources and give basic information for optimizing human resources allocation in health sector among regions in Jiangsu Province. Methods: A total of 3157 valid questionnaires were collected by stratified sampling in south region, north region and middle region in Jiangsu province. EpiD ata 3.0 was used for data entry, statistical analysis was performed using SPSS 17.0, and the test level was α=0.05. Results: It shows that there is a gap between different regions of human resources allocation in health sector among north, south and middle region in Jiangsu Province, special in north and middle region Jiangsu. The investment and policy environment is considered to be the main factor affecting the balance. The policy environment is the most important factor in South Jiangsu and government input is the most important factor in north and middle region. Conclusions: The policies making and implementation of health human resources are not comprehensive and systematic in Jiangsu province. The factors of the gaps of economic and social development, education and human resources training among regions influenced health resources allocation in health sector.
