摘　　要：精准扶贫,是运用科学有效的标准、程序对贫困人口、地区的精准识别、精准帮扶、精准管理和精准考核的扶贫开发模式,是中国特色扶贫开发理论的最新成果,是当前扶贫开发的最新思路与最新表述。它的形成是对国内外扶贫开发理论、模式、经验的总结和创新。革命老区闽西民主乡的六项"到户到人"措施,是当地有益的探索,启示我们:要在精准进、精准退,完善精准管理机制的基础上,进一步提升帮扶政策精准度;要进一步强化力量集成,提升基层扶贫治理能力和水平;要进一步激发扶贫对象内生动力,提高扶贫对象自我发展能力和积极性,有效实现精准扶贫的常态化。Targeted poverty alleviation is a poverty alleviation development mode with the science effective stan- dards and procedures, applying the precise identification, precise help, precise management and accurate assessment to the poor population and region.It is the latest development about the theory of poverty alleviation and development with Chinese characteristics, which is the latest thought and expression of poverty alleviation and development.Its for- mation is a summary and innovation about the international and domestic poverty alleviation and development theory, mode and experience.The six measures ＂to the home to the people＂ in the old revolutionary base areas Minxi democracy Township are the beneficial exploration and revelation for the local , which enlightens us that we should improve the accuracy of the policy in the base of accurate entry and retreat plus improving the precise management; We should strengthen the integration of forces further to raise the level of poverty alleviation and governance ; We should stimulate the endogenous impetus of people living below the poverty line and improve the self-development ability and initiative of people living below the poverty line so that we can effectively normalize the targeted poverty alleviation.
