免费师范生就业政策执行跟踪研究:现状·成效·举措——以东北师范大学五届免费师范毕业生为例  

A Follow-up Study on the Implementation of Free Normal Students' Employment Policy:Situations,Achievements,and Measures——Taking the Five-year Free Normal Graduates from Northeast Normal University as an Example

摘　　要：为切实贯彻党的十九大关于优先发展教育事业的要求及习近平总书记关于教师教育工作的指示,全面加强我国教师队伍建设,全面提升免费师范生教师队伍质量,在免费师范生就业政策实施10周年之际,课题组对东北师范大学连续五届免费师范毕业生的就业与政策执行现状进行了跟踪研究,结果发现:免费师范生就业总体状况良好,学生培养与就业品牌已确立;免费师范生就业政策执行总体效果良好,政策执行成效显著;免费师范生对部分就业政策认同度低,对部分就业政策争议较大,就业政策内部调整与完善机理有待生成。依据追踪研究结果,课题组从政府、高校、单位、学生四方主体切入提出针对现实问题的破解举措,旨在为完善教育部直属师范大学师范生免费教育政策,培养党和人民满意的高素质、专业化、创新型免费师范生教师队伍提供智库支持。In order to execute the requirement of giving priority to education proposed at the 19 th National Congress of the CPC and the instructions of President Xi on teacher education,aiming at strengthening the ranks of teachers and improving the teacher quality of free normal students,the research group,having followed upon the previous free normal graduates of NENU for 5 years,investigated their current situation of employment and policy implementation on the occasion of the 10 th anniversary of the free normal students＇employment policy.The results show an optimistic employment situation along with the establishment of students cultivation and employment brand;a favorable policy implementation with remarkable effects.However,there also exist some policies with controversy or low degree of recognition.Thus,internal adjustment and improvement mechanism should be generated.According to the result,the research group put forward possible solutions from the views of the government,the university,the institution and the students,aiming at offering think tank support to the improvement of the education policy of those free normal students of normal universities belonging to the Education Development,and the cultivation of high-quality,professional,and innovative teachers from normal students.
