摘　　要：20世纪50年代清华大学第一批"双肩挑"政治辅导员被选拔任用,我国开启了高等学校辅导员队伍建设的历史。90年代党和国家颁布加强和改进学校德育工作、大学生思想政治教育、高等学校思想政治工作队伍建设一系列文件以来,辅导员队伍建设日益被摆到高校教育与管理工作的前台,也开始了理论研究和实践探索的历史。本文以2015年国家颁布的《普通高校辅导员队伍建设规定》(修订版)征求意见稿和我校2014年颁布《赤峰学院辅导员条例》为指针,立足在我校辅导员队伍建设的实际,回顾我校辅导员队伍建设的历程,查找辅导员队伍建设的问题与不足,以便为实现辅导员队伍职业化专业化建设目标寻找可行的路线及改进措施,进而为高校辅导员队伍建设的理论探讨和实践探索提供些许参考。In 1950s, the first batch of ＂Double Responsibilities＂ political instructors in Tsinghua University were selected and appointed. The history of instructors in Colleges and universities started. The construction of political instructors system has been put forward within education and management, while more theoretical and practical researches have been done since the Party and the national government issued a series of documents on strengthening and improving the work of school moral education, ideological and political education of college students in 1990s.this article is based on the draft of ＂ instructors team con- struction regulations＂ issued by the state in 2015 （Revised Edition） and the Guide of the Instructor Ordinance of Chifeng University issued in 2014. The article focuses on the practice of the instructor team construction in Chifeng University, reviewing the construction history to search for problems in the construction of the instructors team. It aims to find a feasible solution and way to achieve the goal of profession alization of counselor team. Hopefully it will provide some inspirations and practical exploration of the construction of instructors team in universities
