我国茧丝绸行业专家队伍的结构与特征分析

摘　　要：对首批国家茧丝绸发展智库中804位专家的年龄结构、区域分布、工作类型、职称类型等调查的结果是：茧丝绸行业专家的年龄主要分布在46-55岁的中年阶段,平均年龄为49岁;行业上游的蚕桑产业专家广泛分布在全国23个省（市）、自治区,下游的丝绸产业专家主要分布在江苏、浙江等沿海省份;茧丝绸行业专家队伍中科研型专家较为集中,职业类型以科研人员、高校教师和农技推广人员为主,其中获得学士及以上学位者达77%。依据上述调查数据认为茧丝绸行业的专家队伍结构呈现以下特征：整体呈＂高龄化＂,地域分布相对集中,以科研型居多,整体学历水平较高,分布在行业上游的蚕桑产业各领域的专家相对较多。为优化茧丝绸行业专家队伍结构,建议在行业内完善激励机制,促进专家的合理分布和队伍的年轻化,引导专家向新兴领域和新兴主产区优势聚集,注重同产业发展密切相关的专业科学知识与技术的教育和传承。In this paper,the age structure,regional distribution,types of career and technical title of the first 804 experts in national think tank for sericulture and silk industry development are surveyed and analyzed. The results showed that experts of the sericulture and silk industry are mostly aged from 46 to 55,with an average age of 49. Experts in the upstream industry（ i.e. sericulture） are extensively distributed in 23 provinces（ cities） and autonomous regions,yet experts in the downstream industry（ i. e. silk industry） are mostly distributed in coastal provinces such as Jiangsu and Zhejiang.Among these experts,there are a large number of scientific research-oriented experts,whose career types are mainly scientific researchers,university teachers and agricultural technicians,among which 77% own bachelor＇s degree or above. According to the survey data,expert structure has the following characteristics： the experts are ＂aged ＂on the whole,have relatively concentrated regional distribution,are mostly doing scientific work,have higher education levels,and are mainly distributed in various fields of the upstream industry. In order to optimize the expert structure in sericulture and silk industry,it is suggested to improve the incentive mechanism,promote the reasonable distribution and make the expert team younger,guide the experts to gather in the emerging field and emerging production area,and pay attention to the professional technology education and inheritance closely related to sericulture and silk industry development.
