摘 要:实施新时代人才强国战略,应实现"人力大国"向"人才强国"转变的目标,因应"一个加快"和"三个更加"的要求,完成推进人才结构的战略性调整、培养造就优秀创新人才、营造人才创新创业良好氛围等任务。落实新时代中国人才强国战略,应坚持"领""引"结合确保人才队伍发展方向和发展成效;立法定策完善人才发展的体制机制;"引""培"并举壮大人才队伍规模;科学管理提升人才使用效益;优化环境促进人才与国家建设的良性互动。To implement the strategy of strengthening China with talented people in the new era, it is needed to realize the goal of transforming "a big country for manpower" to "a strong country with human resources". In response to the requirements of "One Speed-up" and "Three More", it is needed to accomplish the tasks of promoting strategic adjustment of human resource structure, training excellent innovative talents, and creating a favorable atmosphere for innovation and entrepreneurship. In order to implement the strategy of strengthening China with talented people in the new era, we should adhere to the combination of leadership and guidance to ensure the direction and effectiveness of the development of talented people, legislate and formulate policies to improve the system and mechanism of the development of talented people, adhere to the combination of introduction and training to expand the scale of talented people, manage scientifically to enhance the talents, and optimize the environment so as to promote the benign interaction between talents and national construction.
