应然和实然视角下JCI评审要素探析

摘　　要：应然与实然出自法学中的自然法学派和分析法学派,二者存在辩证的对立统一关系。从这两种视角出发,JCI标准不仅是一种标准,更是一种理念。在JCI评审过程中,医院不仅应关注"正确的人,正确的时间,正确的做事",更应关注"什么是正确,如何保证正确",尤其表现在人力资源、设备管理、制度执行、患者安全、医院文化等方面。提出,从实然到应然再到新的实然,思维转变是基础,流程科学、规范是条件,全员参与是手段。There should be a dialectical unity of opposites between the natural law school and the analytic law school in law. From these two perspectives, the JCI standard is not only a standard, but also a concept. In the JCI review process, the hospital should not only pay attention to ＂the right person, the right time, the right thing to do＂, but also pay attention to ＂what is correct, and how to ensure correct＂, especially in human resources, equipment management, system implementation, patient safety, hospital culture and other aspects. From the ideal to the reality and to the new reality, the change of thinking is the foundation, the scientific process and norms are the conditions, and the participation of all members is the means.
