摘  要:借助压力-响应概念框架(P-R框架)构建了我国省级环境绩效评估指标体系,运用DEA-BCC模型测算了我国2013-2015年的大气环境治理绩效,研究结果表明有一半的省市的大气环境治理绩效呈现稳定或上升趋势,而另一半省市的绩效水平呈现下降趋势;并且东部地区的大气环境治理绩效最好,中部地区次之,西部地区最差。对影响环境绩效的因素进行Tobit回归模型分析,结果表明国内生产总值与工业污染源治理投资的增加对环境治理绩效具有正向作用;环保从业人员数对环境治理绩效具有负向作用;工业废气治理设施本年运行费用、燃气与集中供热投资、环境治理设施套数的变化对大气环境治理绩效影响不显著。In order to evaluate the performance of atmospheric environmental management, the Chinese provincial environmental performance evaluation index system was established in this paper using the pressure-response concept framework (P-R framework). The empirical analysis results by DEA method over 2013-2015 show that almost half of the provinces have stable or rising atmospheric environmental governance performance, while the other provinces turns a downward trend. The eastern region has the best performance, then following the central region and in the western region is the last. To analyze the effected factors on environmental performance, the Tobit regression model is established. The regression model shows that the increase of GDP and industrial pollution control investments have positive effect on environmental governance performance, while the number of environmental workers has negative effect. The effects of operation cost, the investment of gas and central heating and the amount of the environment treatment facilities on the performance of the atmospheric environmental management is not signifcant.
