摘 要:以新时期高等教育领域放管服改革为指导,创新运用十九大报告的矛盾方法论,挖掘高校教师发展中与人事管理服务的不平衡和不充分方面。高校人事管理服务中,人才引进、岗位管理与聘用、教师培养与发展、薪酬分配、社会保障等方面,是易发风险节点。高校人事工作应加强工作人员政治修炼,坚定其政治站位;工作人员要加强业务学习,做行业专家;要完善人事管理保障体系;要依法治校,讲法、守法、用法,有效提升管理水平。Guided by the reform of delegating powers, improving regulation and optimizing services in higher education in the new era, innovatively using the methodology of contradiction proposed in the 19th National Congress of the Communist Party of China, this article explores the imbalance and insufficiency of personnel management for teacher development, and analyzes the risk nodes of personnel management in higher education, in terms of talent introduction, position management and employment, teacher training and development, salary allocation, and social security. Then this article puts forward corresponding prevention and control strategies for ideological accomplishment and learning ability of staff, construction of management guarantee system, as well as administration by law, so as to provide some instructive suggestions for personnel management of higher education.
