黑龙江省中等职业教育经费现状分析与对策研究

摘　　要：文章在充分利用2011—2017年《中国教育经费统计年鉴》相关数据的基础上,采用横向和纵向比较法对黑龙江省中等职业教育经费进行了对比与分析,指出黑龙江省中等职业教育经费存在投入总量不足、经费使用比例不优化、各项生均经费投入增速不同步以及各阶段教育经费投入比例不合理等问题。建议加大对中等职业教育经费的投入力度;优化教育经费的使用比例;完善省级生均经费标准;调整各阶段教育经费的投入比例,以保证黑龙江省中等职业教育健康稳定地发展。On the basis of making full use of the relevant data in the 2011-2017 statistical yearbook of China＇s educational funds, This paper did comparison and analysis of the funds of secondary vocational education in Heilongjiang province by horizontal and vertical comparison. It is pointed outthat the total investment of secondary vocational education in Heilongjiang province is insufficient. The proportion of funds used is not optimized. The growthrate of each student s funds is not synchronous. And the proportion of educational funds is not reasonable. It is suggested that the investment of secondary vocational education should be increased. Proportion of education funds should beoptimized. The standard of the provincial health expenditure should be established. In order to ensure the healthy and steady development of secondary vocational education in Heilongjiang province, the investment proportion of educationalfunds in various stages was perfected.
