摘  要:为使国民终身学习成果能够得到及时有效的评价与认证,日本政府决定利用信息通信技术构建终身学习平台,为学习者提供终身学习机会的供给、学习成果的记录和证明,以及学习者网络化联系等服务。日本终身学习平台与我国学分银行在功能上有诸多相似之处。对此,本文对日本终身学习平台的功能设计及运作机制进行了较为细致的分析,并对照现阶段我国学分银行建设存在的问题,提出了相应的启示与建议,即学分银行建设要以统合协调的终身教育体系为基础,定位于"学习成果认证的服务平台",以地区为推进主体,采取国际通用的学习成果准则,并增添社交网络服务功能提升学分银行活力。In order to enable the national lifelong learning outcomes to be evaluated and verified timely and effectively, the Japanese government decides to establish a lifelong learning platform by means of information and communication technology, which can provide learners with lifelong learning opportunities, and services of recording and verifying learning outcomes, and connecting learners with networking. There are many similarities between the Japanese lifelong learning platform and the credit bank platform in China. This paper makes a detailed analysis of the function and operation mechanism of the lifelong learning platform in Japan and puts forward the corresponding enlightenment and suggestions based on the present problems of credit bank construction in China. That is,the credit bank should be established as a " service platform for the certification of learning outcomes" based on the integrated and coordinated lifelong education system with an international general standard of learning outcomes, regions as the main driving force, and improve the social network services to enhance the vitality of credit banks.
