中央苏区小学教师的生活待遇及其启示

摘　　要：中央苏区积累了许多如何提高小学教师生活待遇的宝贵经验。然而,目前鲜有人探讨中央苏区小学教师的生活待遇。通过比较,得出中央苏区小学教师生活待遇既高于苏区政府的工作人员、也高于同时期国民党统治区的乡村教师的结论。鉴于现时期我国农村小学教师生活待遇比较低的情况,主张颁布《小学教师优待条例》,完善小学教师津补贴政策,健全中央和地方分别负担教师工资和津补贴的体制机制。Many valuable experiences have been accumulated in the Central Soviet Area in improving and enhancing the terms of employment for primary school teachers. However, at present wTe have almost not seen any study results in our country about the terms of employment for primary school teachers 'who lived in the Central Soviet Area. On the basis of comparison, a conclusion is drawn that the terms of employment for primary school teachers in the Central Soviet area is higher than the terms of employment for the Soviet government staff, also higher than the terms of employment for the rural teachers the Kuomintang-ruled areas at the same time. In order to solve the problem of poor terms of employment for the rural primary school teachers in our country, we should set up“ the Regulations of Preferential Treatment for Primary School Teachers” , perfect the policy of allowances and subsidies for school teachers, improve the payroll distribution system and mechanism by the Central Government and the local governments.
