摘  要:随着高校用工方式的多元化,非在编教职工队伍建设成为高校面临的课题。当前高校非在编教职工队伍建设中存在的问题,主要包括在经济待遇上与在编教职工存在差距,在民主权益维护上缺乏制度保障和主观积极性,在个人发展上顶层设计不够完善,以及在精神归属上缺乏认同等。这些问题的深层原因,在于认识定位存在偏差、队伍建设主体责任不清、相关部门协同不力、相关政策落实不均等。高校需要从树立正确的用人导向,建立健全体制机制,营造人文关怀的发展环境等方面着手,加强和改进非在编教职工队伍建设。Research on the Problems and Countermeasures of theTeam Construction of Non-authorized Teaching and Ad原ministrative Staff in Colleges and Universities//Huo HuanAbstract With the diversification of the way of employment incolleges and universities,the team construction of non-authorizedteaching and administrative staff has become a problem for collegesand universities.At present,the problems existing in theteam construction of non-authorized teaching and administrativestaff in colleges and universities are mainly the gap between authorizedteaching and administrative staff in economic treatment,the lack of institutional guarantee and subjective enthusiasm inthe protection of democratic and rights and interests,the imperfecttop-level design of individual development,and the lack ofsense of identity and belonging.The underlying causes of theseproblems lies in biased orientation of understanding,unclearmain responsibility of the team construction,poor cooperation ofthe relevant departments,and ineffective implementation of therelevant policies.Therefore,colleges and universities shouldstrengthen and improve the team construction of non-authorizedteaching and administrative staff by establishing a correct employmentorientation,improving the system,and creating an environmentfor humanistic care and development.
